I am certain that many citizens would appreciate residing in the very beautiful and historic location of Fort Monroe. It would be similar to residing in historic Williamsburg. People from the entire country retire to Williamsburg.
Living at the Fort would appeal to citizens of lesser wealth also. In their situation employment is a necessity. I am sure that preferential treatment could be given to residents who qualify in seeking future jobs on the island and in nearby Buckroe and Phoebus. God forbid if they should be employed on the wrong side of the tunnel.
