Why not make all the housing available as season rentals? Take all the existing housing, inside and outside the moat, including the Wherry Housing, renovate all the stuff and make it habitable. Then put it on the market for weekly and/or monthly rentals throughout the year. There is already a gymnasium on the fort, and a small air strip, use some of the other buildings as shops, restaurants, theaters, bars and places with dance floors, whatever, and make it a vacation place. Some place where people can bring their families for a week or two during the year. It is actually nice all year long, winter, spring summer and fall. Make it a vacation destination, something like the outer banks. Look at that picture on the website and tell me it's not a place you'd like to spend some time relaxing.

Some of the side benefits would be need to hire a lot of people just to manage and maintain the place.
