1st Monument is inside the fort. Activities should reflect the history and military but not duplicate the Casemate Museum. (Reinactments and vists to historical structures.) The parade grounds will need to be raised because it floods.

2nd Monument is open space to walk and study the Chesapeake Bay wetlands and natural resources. Activities include camping, walking, bird watching, etc.

There is no need to connect these since they have 2 different reasons for existing and 2 different types of programs.
